Served as the Arlington Town Engineer since 2005. In that role, PHD has been intimately involved with management of eight locally managed ARRA and STP projects. PHD assisted the town in meeting TDOT & FHWA requirements to ensure funds for all projects were obligated in a timely manner.

PHD’s services also included:

• Reviewing all subdivision plans, engineering and site plans, construction plans and plats
• Providing recommendations to the Planning Commission and Board of Mayor & Aldermen
• Assisting with utility and infrastructure, capital and operating budgets, including rate studies
